The roadmap points out that there are great problems and challenges in the domestic optical communication device industry, which are mainly manifested in the following aspects: first, the domestic optical communication device suppliers are mainly middle and low-end products, the homogenization competition is serious, and the industrial environment needs to be improved; second, the self-sufficiency of high-end chip devices is limited, which has become China’s system equipment. In terms of structural adjustment objectives: products from low-end to high-end, market-oriented, optimizing product structure; technology from assembly to core chips, filling up the upstream shortboard, consolidating the industrial base; market from domestic to international, giving full play to the downstream advantages of the industrial chain, expanding new industries, to ensure that 2022 low-end optoelectronic chips The localization rate of high-end optoelectronic chips exceeds 60%, and the localization rate of high-end optoelectronic chips exceeds 20%. Leading enterprises and emerging small and medium-sized enterprises should be fostered to strengthen the vulnerable industrial groups. In 2022, domestic enterprises will occupy more than 30% of the global market share of optical communication devices, with one enterprise entering the top three in the world; and the interconnection of upstream and downstream industrial chains should be promoted. To standardize industrial environment and build industrial ecology.

In terms of technological innovation objectives, we should build a platform for industrial technological collaboration and innovation and a long-term mechanism for innovation and development; strengthen the design and manufacturing platform construction of core active lasers, silicon-based optoelectronic chips and upstream key materials, and cultivate technological personnel; break through high-density and high-speed integrated packaging and testing processes to achieve the goal.
